Rollers are started on top, if you want volume or curl to the scalp. Volume would be from larger rollers and curl would result from smaller ones. If you prefer to have it more flat on top and loose curls to free fall, pick up the top hair and start with a section from about the forehead or temples. This goes for the modern look of vertical curls too. Just wind curler up and down, not horitzontally for vertical curls or ringlets. If you want a curlier look, start wrapping about ear level, unless you have really long hair than I'd say from the neck or shoulders down. This type of curly look would have you winding curlers all over.

She probably started her curls at about shoulder length and though this is probably done with irons, you can still achieve the look with the velcro rollers too. Make sure hair is completley dry. Brush to be free of tangles, then spritz each section LIGHTLY with water or styling gel, wrap and allow to redry or use dryer. COOL. Remove rollers and finger comb.

Another idea to try that works well for either hair with body or hair that's not toooooo long. Wrap clean, dry hair around the rollers (btw, always start from the ends and work up). Sit under a dryer or work a blow dryer over rollers to ensure they are thoroughly heated. Allow to completely cool, carefully remove rollers and viola'. The set won't be as strong, however, it's good to experiment with results, depending on your hair type, and decide which method you like best.

Basic rule is to pick a section that is no wider all the way around than your curler.
