My guess is that this fellow has some body or curl already in his hair. If you have hair with some coarseness or especially with some body, then the following idea may help you. If you have fine, limp hair, then you will almost need a curling iron to get that wave on top. I hate to tell you that!!!
Try this:
When hair is just damp, (not wet or any products will just get watered down and useless) apply a small amount of mousse and gel (both products are sold as men's in many stores) of equal amounts. Rub them together in the palm of your hands and apply to the damp hair. Make SURE it is just a little bit or it will dirty your hair up too much and therefore render your efforts a waste of time.
Blow dry the top of your hair with dryer on low setting and use a small (skinny) round brush to wrap your hair up and back as you dry it. This will cause the uplift in the front and the slight curl back. If your hair curls a little too much for you, use a bigger brush. When completely dry AND COOL, finger comb.
