Mandy Moore seems to have virgin hair which simply means it has not been altered with color or chemicals in any way.  Her beautiful brunette style appears to have some layering along the bottom few inches that helps hold her curls and swirls.

The general consensus seems to be to divide your hair into three sections, one in back and two on each side front.and curling vertically to lie in these positions.  Mandy Moore looks great with her hair pulled back on top, parted haphazardly and left with tiny tendrils curled, left hanging down the back. 

With products applied, Mandy Moore has a great blow-dry infused, giving her style lots of fullness and body.   A curling iron was probably used on the ends to soften the style with some pliable bends.
